Yeah, 500 XP, + Informers + Otto consulate (+8 LOS for all units/buildings) in one age 2 shipment is fair and balanced. Mexico is a perfectly balanced civ with no exploits.

I suppose the logical thing to do would be to define the damage cap in the protoy.xml file but not actually assign an AoE - similar to how Abus Guns have a damage cap defined but no AOE. New Army should've been a free fortress age shipment as is, so a 500 food colonial shipment is still far too expensive. I think 300 food would make it far more useful for colonial pressure, extended play.

I'd say realistically, USA, Barbary States, and Ethiopia are the civs we'll see turned into fully playable factions, with maybe Italy. The reason being is that all of the aforementioned civs (besides Italy) are partially completed in some form, with unique units and buildings.

Leather Cannons have the AbstractGunpowderTrooper tag. Flintlock and PaperCartridge both affect units with the AbstractGunpowderTrooper tag, so yes, they are buffed.
