I played vs a Hausa player today. He had 3 explorers with 4400 hp in age 3. Later their hitpoints decreased to 1200. What is this? Is this even legal? There's a difference between bad balance and bringing out civs with units that are stronger and cheaper than their predecessors. The game is okay. Balance isn't the best but I still find a decent selection of civs on QS.

So am I right in thinking... An otherwise un-carded Guard Carolean, with 225 HP, that gets Svea Lifeguard upgrade, goes from 225 HP to 263 HP (+25% HP), then also 30% RR, which takes its effective ranged damage HP to 376. I think simply:

Replace exiled prince with slower politician
Svea RR to 20%
Infinite 5 mams 1000c

Still leaves swe as one of the most powerful civs without totally destroying them.
