As far as I understood it, heavy cannons are only affected by the team card Engineering School and even there only by 5% instead of the full 20%. This is also true for the other cards which reduce artillery train time. They always have a weaker effect (10%) for heavy cannons/bombards/congreve rocke...

I have a few question I'd like to get cleared up. Does the age 3 Acupuncture card effect the Heavy Cannon train time from the factory? and does Acupuncture (-20%), Team Engineering (-20%) and Mass Production (-25%) all stack to decrease Heavy Cannon train time or only the latter two?

What build(s) are you going? In general, if you're planning on staying age 2 you should pretty much only send units shipments. 8 Chu Ko Nu 9 Pike 7 Steppe then send 300 export to get redcoat musketeers or cossacks from the consulate. IMO Japan, and French, Otto, and Aztecs are really hard to stop in team. Otto has abus and as long as he has a compitent ally guarding = really strong. Aztec fast rush on deccan is tough too. Civ rules for next tournament?
Pre set civs for the maps beforehand seems like a solid idea. But don't you think players would get lucky with matchups? I do however like the idea of only being able to use a civ once per matchup. But it does screw people that love/play strong with 1-2 civs.

But instead of banning OP civs, would your opponent not just ban the civ or civs that you are best with, in order to gain the advantage rather than for the balancing aspect. Wouldn't that lead to a tourney of a lot of OP vs balanced civs.
