Advanced Mill + Land grab should make mills build instantly and cost -320W. You can literally click anywhere to instantly build a mill and get wood in your account.
Similar for rice paddy/plantation.

Settler Massacre! You start with just a TC and standard vills/crates on an empty map and have to build up your eco using shipments (e.g. shipping 300w then building a farm; shipping bison; shipping a mango grove then chopping for a rice paddy)

The net gather rate on mills is 0.5 I believe due to the walking time, I can remember someone testing this. That being said, hunts also have some walking time (but less than mills).

1 Use modify protounit on Command Post, changing the Pop Cap Addition by 200.
2 AFAIK you cannot make units cost 0 pop or give players more than 200 pop in scenarios. But you do not want people to have more than 200 pop anyway, it will lag and be impossible to micro. It is possible to make units cost .....

What you describe sounds a lot like base defense or just a treaty game. I've never played LoL but it can't be hard to make AI-controlled monkeys. Use Army Deploy to create gaia units.
