Yeah that is unfortunate.
I'd rather not play through Cockatrice ever again.
Option 3 would presumably exclude some people from the draft, as they just won't have the wildcards.
Option 2 seems like the most realistic one.

The Dragoons had targeted the wagon and shot at it the exact moment as it transformed into a foundation, causing the foundation to take damage instead and pretty much instantly die. I'm not interested to step back into lobbies any time soon. Not interested in dumb hosts, afk hosts, meaningless wintraded ratings. If anything, devs should consider removing the meaningless "casual lobby rank" to incentivize more players into proper ranked search.

Hi, to my understanding there is a small community still playing, but it is even less active than current AoE3 TAD ESO.
The few remaining players are playing the game through an unofficial "Elite" patch/mod, something like ESOC Patch I guess.

Yes, from the tournaments page you can view signups of the upcoming qualifier as well as brackets of each completed qualifier: tournaments
