I'm confused, too. Observing games as you describe is certainly not possible on TAD/nilla.
On DE however, it is possible. When you're in the game browser, switch to "Spectator Mode", then you can select any of the ongoing matches you see on screen and just hit the "Observe" button.

Option 3 would presumably exclude some people from the draft, as they just won't have the wildcards.

The Dragoons had targeted the wagon and shot at it the exact moment as it transformed into a foundation, causing the foundation to take damage instead and pretty much instantly die.
