This way an explorer jammed into a ball of shooting units and some mercs will not prevent spies from sneaking in and doing damage Then how would civs without spies ever see them or counter them? Only spies an ninjas should see spies. This way an explorer jammed into a ball of shooting units and some mercs will not prevent spies from sneaking in and doing damage

Ranged attack matches spies' avatars, but I think people have got used to their assassin ninja melee, combined with stealth mode. They are situational and I think there's no way around it. Like you said, they used to be OP in age 1 etc., so that's not really a way to go. Instead, I'd agree with you...

That can be solved bz AIs using superior mechanics to control scouts and gather more information. As for items or shipments... I guess another layer of decision-making is required.

Idk guys, one will never achieve a state in which everything a game hs to offer is usable or meta.
