RR is just a good shipment to have both in terms of resources and use. It's basically 5 goons but also have extra multipliers vs artillery and heavy infantry. 4 AR are needed in most cases, 5 RR is a supreme shipment used to defend vs musk rushes and musk cannon pushes. You cannot afford to not have them in your deck. Doesnt sioux have that card that lowers coin cost shipments or nah? Buffing that to an.actually meaningful number like 50% or even more could give a greedy high risk shipment. Infinte bison is not needed, especially not if you implement that change. It would be cut down to infinite 12 bison for one. Also you can't afford to send two bison shipments. Making sioux eco better late game is difficult without making arbitrary design changes as they don't have late game eco cards. Changing RR to counter the one thing they currently don't counter is like creating an entirely new unit. besides, regular hand cavalry units (of which sioux has 3) counter light infantry just fine, and sioux has cav units with splash damage, just like cannons do. would you recommend walling opportunity for Sioux, as the only civ that do not have these options? How about cannons, why should Iro have them, and Azzy has flaming arrows, and Sioux has nothing to compete with that? This is why they struggle so hard in a longer game. This meta doesn't cater to TWC civs, that's true. However, wakina are not a marginal unit for Sioux, even tho yes, Sioux is a cav civ. u couldve won like 10 sioux games meanwhile instead of writing this Actually, writing this was easier than winning with sioux. And it's how the case is with Sioux currently. There is no fun either in winning or losing with them. You can only write about them and hope it becomes the next bestseller.

But none as bad as Sioux. I agree it might as well be removed as a civ. It's horribly conceived. Then comes Otto, Iro, and Aztec. Make games boring, linear, and not at all fun , even for the players who win playing them.
