It's possibly better than Porcelain Tower depending on villager gather rate upgrades, but Porcelain Tower is a building and keeps on working until someone destroys it. ToH villagers, on the other hand, can be forced into villages or otherwise killed much more easily than the Porcelain Tower.

White Pagoda is still a better choice if you want to play monks, especially since White Pagoda is a subtle econ boost by giving you easy access to all hard land treasures on the map. I actually rechecked, I notice where my math went wrong. Caroleans are only 2000 DPS * HP vs heavy infantry, not 2500 or so because I miscalculated the bonuses (Caroleans get 1.25x damage vs heavy infantry, and .8x damage vs infantry, so it's 100% damage vs heavy infantry and 80% damage vs infantry)...

Thing is, if you do it in world edit, it turns out that the same cost of flamethrowers loses to the same cost of musketeers, even if musketeers don't use melee. That's how bad flamethrowers are.
