Well not really fixed. I dont get why would they need minutemen, they hold well with bow riders and shipments. The main broken thing about sioux is that their cavalry is too strong and their infantry is too weak. Bow riders beat their counters in mass. Cetan bows lose to musketeers cost effectively...

Usually you want to stick with age 2 as Aztec but in some mus like India you should semi ff for eagle-mace. Most optimal builds imo are 5 v 3 wp 600 g or 700 w 5 v 3 wp 600 g. There won't be AoE 4 simply because nobody cares about RTS nowadays, same about MMORPG. All large companies now focus on producing session games which are easy to make and easy to play. The only popular RTS nowadays is Starcraft 2 and I don't think that there will be anything else big in such genre ...
