People disappear from the ladder when they havent played a single game for a month if im not wrong.

Balance does matter at any level, if this was the case then mu's would be all 50/50 but its not the case (For example DE team nerf lakota because the civ has by far the best winrate).
There are clear advantages to play certains civs at low/mid levels.

I mean, i dont say its spain favored, but i disagree when he says it is hard for spain, not particularly, i play both civ and it definitely doesnt seems harder to play from spain side, they often dictate the game as against fre and ger.
