Might be a bit ugly, but you could give Otto 400 population, multiply all of their units pop cost by 2, but only 1,5 for abus (making them 3 pop). I think it is important that maps (both 1v1 and other) bring variety and offer different strategies. There are imo quite a few maps that could be good in 1v1 with just a few tweaks. I've listen some I believe have potential, but all of them could probably use a bit of work on resource distribution, ...

I don't like most of the treaty changes either. Why remove the limit on hc/rockets/bombards and make tower limit 7 again? I've never seen "no tower" rule in TAD I have, but they are more like "no towers close to hm before treaty ends". Mainly seen on ori or in 1v1 since on small maps or in nr55 towers then can shoot past hm killing units on the enemy's side even before the fight is supposed to start.

Your cas are mostly spread out in a fight due to theur low range. Just play as russia vs france and you will notice how long it actually takes for even 10 cas to kill a single gendarme. CA are fast and mobile so they can block too, and you can always spam 5-10 musk instantly to block as well. So shouldn't be that much of a problem.

Also china with their 2700 cowing eco can easily delete vills for a massive overpop, especially off Andes. If you argue about a match up where nats are involved and a small amount of trees on the map aswell, then spain cant just spam nats aswell and when they are out of wood, they gonna lose. Well idk how strong/weak otto is on Vanilla. But in TAD, they are 1 of the weaker treaty civs. No doubt about it, at least on higher lvl of play.

They would need to be nerfed ALOT. And it is still true what Gichten said, it won't fix the mu's where Otto suck. But it will help them quite a bit in their already decent mu's (ofc depending on how much they are nerfed).
