Look at Napoleonic Era, it is a fan-made expansion, with 7 new civs. Also hundred days, which is a complete reconstruction, with completely new mechanics and civs.

I don't know about that, their stagecoach semi-ff is very strong, stronger than almost another civ, and their colonial gameplay isn' that bad, but still quite crappy compared to most civs. On non water map? I think russia also does very well vs France/ger on no TP maps. They do do pretty well, but russia is so much better with a tp. It means they can get their crates and cossacks out faster. France doesn't explicitly need a tp, especially if they are staying age 2, but if they go age 3 you really need...

I think it is just to meta-shifting. The inflexibility of block training is one of Russia's quirks and is something that we need to work around, not standardize. I just want cheaper and faster training vills.
