The file you are looking for is called stringtablename.xml for nilla or stringtablenamey.xml for TAD.

I'm pretty sure it doesn't come from your OS. I had windows 8.1 and no problem with it. Even with a cracked version it worked. Now i have windows 10 and it's still ok.
