Try running the game in a different compatibility mode (windows XP for example). I used to get the same error, but that solved it for me.

Maybe running vanilla in a different compatibility mode (I use the windows xp option) fixes the problem. At least it works for me, I used to get the same message when I started any version of AOE. I'm still using Windows 7 though, so I'm not sure if it works on Windows 10 as well.
