I mean, what exactly is harder than cowing in treaty booms? It's just the hardest mechanic you find there.

With a card you can train cows, they have a build limit of 20. That's why you boom with 20 cows and 30 sheep. That's also what makes it 'hard' -> the fact that you have to manage those animals. Using cows isn't bad, it's actually really good in treaty. You need to send 4 cards to make it that good, which is why it doesn't work in sup. But it works in treaty since you won't have to send the mill upgrades and brits don't have eco theory, so you can afford to send these cards.
