Russia have many different builds with any combination of 700f/700w/700g/5coss. TP no TP, 2 TP, stagecoach, market or no market (for all ins). The reason is that none plays them well, just like aztecs. Also on practical terms pretty much none is gonna works his ass for a likely 30 min game where you risk to lose the game at points, while you can just mirror the opponent civ (talking about fre/germans for example).

Pretty much all except iro, otto, aztecs, india, maybe jap, maybe sioux. China, fre, germans, can probably go either way. So ye on the same tier as French but better overall rather than BO wise.
