The only unquestionable changes still needed for their civilization in my opinion are their Politician: they are quite mediocre and limited by early ages, specially "the Chief" and "Wise woman".

I would start reviewing past changes and start updating/balancing old civilizations side to side to new civs with the very same category/ units. I e: If priests suck and I acknowledged that by making Padres, I have to compensate it by improving Legacy Healers a bit too. If I'm gonna buff USA Outlaw...

I thought they had 2 Gatling Guns card on Fortress Age in comparison to 2 Organ Guns somehow. My bad.

The team responsible for the maps have been doing a magnanimous work of reworking and rebalancing them!
If only the balance team could go side to side on their footsteps these patches could've been 11/10. The maps have been saving these monthly updates in my opinion.

I can only assume you are using food and wood crates to enhance your army with natives and as well as using experience to pull Native cards faster. Plus differently than Caroleans they have a decent light infantry to back them up and a competent army to be led as well.
