There's two invitees: TheViper for winning Genesis and DeMuslim for winning Steelseries Prime Cup. The other 6 spots are available through qualifiers.

Well they arent open qualifiers, its a closed qualifier, you have to be top on the ladder or top in their aoe4 rankings. Not that it really matters.

He's wondering why MS couldn't spare anything on 3DE nor EGC events and now seemingly hands out $100k for this event.

Oh. That interpretation assumes nili is authorized to write 100k checks on behalf of Microsoft which seems unlikely, but I assume you know that's what he meant by other means?

Nili has been the tournament producer for MS for the past 7 months, and has a say in which events receive funding.

So MS is using some kind of underhanded sponsorship scheme that basically uses this guy as a front. I wonder how many streamers are undercover MS employees

Not in the slightest...
He isn't undercover, it was well publicised, and he even has numerous YouTube videos discussing his new role, what he hopes to achieve, and possible issues with his split duties (player, tournament host, caster, tournaments producer).
MS/World's Edge has put well over $500k into AoE events over the past 4-5 years, the vast majority of which had absolutely nothing to do with any MS employees, other than someone approving the funds, and transferring them. Not even mentioning that Nili doesn't work for MS, he is a contractor through Forgotten Empires.
