if I'm 100% sure he's rushing ye because then I'm punishing it harder. Still depends on the MU tho. Sometimes you just ignore the rush basically.
Anyway I would include the eco boost on the green tipi card so it becomes an unlockable boost for later on.
I'd prefer to give more eco potential with a +5% on hunt card and again +5% on mustang card. Sioux plays is based on TPs and when that's not possible they can instead do a little fish boom or simply leave 2 vills on xp dance on firepit.

sioux doesnt need more eco early on. an eco buff for lategame or perhaps even midgame is fine.
i sometimes built teepees to hold rushes on re as well so i would defo do it on ep.
you wouldnt beat water on re, and ud struggle vs walls but not necessarily lose. if they do that turtle u just take map and boom 99 vils in 3 minutes and ur just way ahead in eco and then you attack from 2 angles with cav, nats and what's key here: clubs. On EP u'd probably just beat them with a timing because of weaker walls before that expensive upgrade.

I wouldn't build teepees in early game without the eco buff unless it's some MUs like Russia/Otto.
It's just a waste of wood to do that vs civs like France/Brits/India because even if the hold will be easier, you'll lose in the long run because holding is not enough.

-Standard teepee is buildable by infantry and gives HP boost;
-Green card gives eco boost and more building limit;
-Blue card gives attack boost and more radius;
-The card that lets infantry build teepees is disabled/just allows to build warhuts and corrals;
-Perhaps adjust teepee cost and hp.
Keeping things plain and simple is the way to go
(On top of this obviously also other adjusments are needed like 4v->5v, cetan buff, bow rider nerf, maybe spice trade buff etc etc.)

What about RE sioux with free travois when age up like iro ? They would be maybe more playable against some musq rush if this is really the problem ? And meanwile the civ design would still exactly the same than on re, I have never understood why people want this eco boost on ep, when their shit eco on RE is what make sioux be sioux with their op cav. This sioux ep seems so different of re sioux.

pretty sure with the mustang buff, 5vill and inf building teepes rdmly buffing units alot in fights is pretty fine imo

Well, it's the design which is wrong, not the balance. Balance is in the unknown state. Basically assumed fine because less OP than when they were OP and less shit than when they were shit.

This is irrelevant since there is no RE tourney. If tourneys were hosted on the RE I can tell you half of the top players would play Iro lol.
