Why Native Civs need Factories
From my point of view, the 3 native civs (Sioux, Iro and Aztecs) need the european factory cards. It should be implemented in the latest version of the patch.
Simply reason: They are the most wood dependent civs with their playstyle but do not have a permanent wood income unlike all other civs. So they are very map depending on trees, what most maps like deccan, orinoko and great plains lack (and even andes in the late game). Also a quater of their economy is on the fire pit (25vills) who can not gather in order to hold enogh military strenght. To compansate that, factories are necessary.
I know that this would be 2 additional cards but you could just buff their units for instance so that they need less military cards te be viable.

India vills get 450 wood per tree instead of 300. This should probably be implemented for Aztecs as well. Iro have been patched to not be as wood dependent and Sioux were never really wood dependent to begin with (all their units don’t cost wood and teepees are cheap). Factories would be standardizing.

Also there's enough wood on map for games to last for more than 30 mins post 40, from what I have seen which is more than enough in most cases

Well most has already been mentioned, Iros do have the 1200 wood shipment and Sioux don't need that much wood anyways.
Regarding Aztecs: Mace don't cost wood anymore, so you can get a good composition (mace/erk) which only needs food and coin. I really don't know why you think aztecs are weak, they're pretty good actually, sometimes I'm even thinking maces got buffed too much.
The idea of native civs getting 450 wood out of every tree like India is pretty cool, if anyone could do that it would be great.

sioux are very gold dependent though. And gold runs out faster than wood. But I guess they where built to not be so OP in late game? A cheaper plantation could maybe be better?
Im not familiar with the changes they have in the treaty patch though - and why they are supposedly so OP there?

Lets delete all civs besides Port, so everyone has the same chances and everyone has factory cards. Having different civ designs which are atleast somewhat historicaly realistic is totaly overrated anyway!

Did anyone mention that argument? I don't think so.
However we could give all civs the same units and the same shipments. That would be perfect balance, but who wants to play that game?

I just dont see how any twc civ needs factories right now.
Their former wood problems on RE were fixed/eased through several changes. Obviously in a super late game, their lack of wood income can be a weakness, but, atleast I, dont see it as a balance concern.
Also how is aztec a weak civ? It's a very one dimensional civ, but definitely not weak.

why randomly give native civs an extra 20 vills lategame when the patch is balanced around everything else, do you not think it would look stupid with tents as houses and teepees, and then an industrialised factory in the middle of your eco lol

Natives do not have the intelligence of Europeans. If they had factories it wouldn't make any sense.
