After sending all the artillery cards and fast shipment card I switch from brits to german and then put the export rate to 5% to get the hc faster. Since china's eco is still fine I was considering using 10% instead, however 10% gives 65% more export rate. Mean while 5% gives 35%. So the 10% export is 5% less efficient. So I'm sure if it's worth sacrificing 5% for slightly faster hc shipments.
