I think you don't understand that in a tournament, you either pick first or counterpick.
If you pick first, you want a safe pick. Sioux are probably not the safest pick out there, since it's still a bit of a one dimensional civ.
If you counterpick, you might want to be sioux, but you also might have a better counter to pick.
On top of that, some maps are sioux friendly and some aren't. Maps with bad treasures are not cool for sioux. No tp maps or water maps are not good for sioux. Maps with a lot of tps are pretty good for sioux in some mus, but overall people will choose port or spain atp instead, because these civs can abuse the tp line better. Maps with a few tps are fine for sioux, but depending on the mu etc you might instead go for fr/ger/port for example. On top of all that, you have brits and dutch that are good civs on most maps, you have low res maps that doesn't fit well with the sioux teepees meta...
It doesn't mean that sioux is bad, it's a really solid civ overall. But it doesn't mean that in a tourney situation, you will pick them on a given map and in a given mu.
Plus, as people mentioned, sioux is not a civ that a lot of players master, so it makes it even more awkward to pick usually.
