As far as I am aware Eaglemut knows nothing about this type of stuff. He is a simple bird who likes to send tiger claw shipments.
Pay more attention to detail.

You can use an ip monitoring software to figure it out. Look for common ip's when you 'log on' to eso.

The address of connector server is http://connection.agecommunity.com, but it's a bit awkward to check manually.

Though it's not really useful these days, since ESO is restarted automatically anyways. Last time we've seen any sort of extended downtime was on 2017-05-05, almost a year ago.

Your ping to the server shouldn't matter very much. Any in-game latency is dependent upon your connection to the other players within the game, not the ESO server.

Like I said it's a bit awkward; because it doesn't respond to regular ping.
If you are trying to measure your ping to the server because of lag, that is completely irrelevant as Mitoe says. Your in-game lag depends entirely on the ping between individual players. You can literally continue playing even when the ESO server shuts down during a match, it doesn't matter.

ESO is only a matchmaker, where games are hosted. After the game starts, you are basically leaving ESO, your game data are not relayed through their servers, it's all just a peer-to-peer connection between the players.
After the game ends, you all reconnect to ESO and the stats are retrieved by ESO. Then you see the matchmaking interface again.

This change happened after/during the ESO server upgrade in 2016.
