Saloon never has a cav unit in age 2, so you can always start with ranged infantry + a few hi units for the free uhlans. That's your safest bet if you don't know what units are in the saloon.
Going for a HI rush will also work (even better because of the siege potential and killing the free uhlans) as long as it's not a map with thugees or renegados.
The worst thing to do is cav because more than 75% of outlaws are HI. But if you're confident that a given map has only a ranged infantry outlaw (like yellow river) you can go cav.
With a lot of civs you can also just go ff regardless, because outlaws train slowly and shoot slowly, so there won't be a big pressure in your base.

I'm answering because the expert is too nob to know about mercs.

Question for the expert: is mercs lamme strat?

I'm not the expert and I know I shouldn't answer this question, but since it's a very relevant one imo, I'll still do.
I think that today, players are less and less open to new play styles and most players just learn a BO and execute it again and again until they get good at it, consequently the meta is currently at a "stalemate".
However, I do think that there are different ways to play the game, which can totally change the meta and which are still undiscovered. If some players are creative enough I'm sure the meta, or at least the way most MUs are played can change.
