If we fix that, we need to fix all the other bugs regarding vils. For example, free vils/otto consulate vils can't build tcs or wonders. It's arguably bad design, but pretty much irrelevant in terms of gameplay imo. Would be a quality of life improvement I guess, I don't mind either way

It's actually a huge deal as India. I find myself so often trying to build a tc (quickly) with a group of vills, with otto cons vills mixed in them, and then the bug of them not building it can be really disastrous --> for some reason (even if there is normal vills in the selected group) they seem to sometimes not build it all, meanwhile you were planning your gameplay around it.

That's because the otto vils are the ones "in front", like they're the first tab when you select your vils. Similar to when you have some musks and bows in the same group and your bows go to melee mode and not the musks, for example.
My point is that it's not a big deal because all it takes is one more click for you to get these otto vils out of your group and start building a tc. It's not gamebreaking in terms of gameplay, just annoying and requires extra apm to deal with. So it's a quality of life improvement.
