Because deccay is general is stupid. It makes the general elo lower because there is a "waste" of elo.
In Starcraft II it's the same system tbh. You get kicked from the GM league if you're inactive but your mmr doesn't change.

I stopped sc2 for 6 months and my mmr was the same as before.

The methodology is good and I believe it's the same when you are over 1700. Only problem in EP elo is that beginners are always evaluated at 1600 while having very different level. This is because people who start ep are not beginners generally while they are on re.
