Best civ at level 10?

I played Earth map FFA with my friends and the scenario only allows level 10 homecities. So I wonder: without the upgrade cards (like in AOE2), which civ is the best civ in late game (so I can play) at level 10 HC?

Dutch. You already have the quartermaster and exiled prince unlocked with them.

Dutch Lategame eco sucks though. Pretty sure the answer has to be France.

Is Iroquois any good? I mean they have the dance that can help spawn units faster...

Japs i think, or brits. Just need wood crates and vill shipments

Japs won't have Dutch Consulate though which hurts their lategame a lot. Also without the Rice Paddy upgrades their eco falls off quite a bit. Brits are probably pretty good, as well as ports.

Pretty sure there's a custom map script for that scenario. Use that if you can find it -- you can use your own home cities that way.

Japan seems really strong as I tried it out today. Daimyo, wonders, army train in batch of 10 and you can see other player's posittion. The lack of eco cards doesn't matter since it happens to other players as well.

Brits without cards have no archer / skirmisher unit in the late game. It sucks.

Russia should be ok.

@Davy_Jones_123 this scenario has improved decks (not all ideal) and the option for a team game or ffa.... not the same world map that i shared with you before tho

I would say dutch because you can get the 30 stadhouders and 2 heavy cannon in age 4. Dutch just has options past age 2 while other civs you'll run out of good cards easily past age 2.
