What is the longest an AOE3 game could theoretically last for a 1x1?
I'm guessing it could last until the sun supernovas and kills us all.

Theoretically it can be a tie/never ending game.
If other player revos without any resource income and there is a water without the flag, can be the case that no unit can reach the fish boat/warship. Especially if revo player didn't build arti foundry.

I think that's true but human error does seem to shorten a lot of games. If both players played perfectly then I don't see how it couldn't last forever.

Eventually a minor difference in civ/deck that favours the late-game will take affect and one player will inevitably win.
The longest recent tournament game I can remember (Tabben vs Turk India mirror) makes perfect sense when you think about it, an India mirror is made for stalemates: Crappy, awkward cav and extremely efficient anti-cav creating an endless RI war, no church training speed upgrades making all follow-ups slow and neutered as well as making minor eco differences irrelevant as neither player can pump out units faster than they produce resources anyway, no anti-infantry artillery and the only siege artillery being so pop-heavy and single-purpose that training it is discouraged, making walls and camping more dominant. Big swings are basically impossible past a certain point. Deleting vills might've been a smart move at certain points in that game.

You can get wall spam on the coastline with cannons and towers behind it. Making it impossible to disembark. maybe I could fit just enough petards where you can't protect the coast 100%. I'd make 100 petards and maybe 4 survive. Sounds good then, however how are we gonna do No Rush 24 hours ? Shall we just build up to imperial age get all the upgrades and buildings up, and then agree to leave the pc for 23 hours ? That would be a hell of an experiment lol. If anything we'll have the longest recorded game in AOE3 history and the longest fight.
