..and win against everything else
Seriously, if they don't win comfortably they just lose.
They are also strategically very easy because:
- They don't have any eco options and have obvious shipment/politician choices.
- Their cavalry are so much better than their inf that they have no actual options when it comes to their army composition.
- Their style promotes passive play from their opponent resulting in strategically boring games.

Sioux are broken because while Bow Riders are ridiculously strong, their infantry and water capabilities are lackluster.
To answer your question though: Bow Riders combined with no houses.

How would Sioux be favored against Japanese?

Because Ashi are not the best anticav in the world so it's impossible to stop axe wakina with a few dog soldiers and riffle riders from cards.

I fail to see how Japanese do not destroy that.
Boomy semi-ff with Yumi spam and walling. Good luck countering that with Sioux...

Sioux beats india
@mankle: Nah, no way sioux can beat a good jap. What can you do vs yumis behind 10 walls? Sure you can kill shrines but he will reshrine and when you reach the late game, you just can not win as sioux, ashi raids+op late game will rape you.
