is this card worth having when playing as germans?

No. You don't want more expensive infantry unless you're in treaty, you don't want to pay 4k gold for free merc shipments, and you don't want 12 dopps in industrial for 2k gold.

and when in Treaty, is it good to have it in NR25, or only in NR45?

WTF? Thats an asshole move, I answered for all 3 techs and you can just say nicely if you want more details. If thats not good for you fine its your problem

Even in treaty you have much better options for cards for Germans, expensive inf is bad in the long run, and the upgrade for Dopps isn't worth it either.
And even if you want to #yolo and play full merc you would rather not waste a shipment and 4000 coin.

Maybe you can use it in deathmatch and get all the merc.
You shouldn't send it in sup.
In treaty I wouldn't send it aswell. But the 10 percent upgrade for dopplers seems ok.
There always some fun strategies which you could play but they won't be your best option.

In sup the speed upgrade is nice... I remember playing colonial bow/pike with that card. Bows can hit and run forever with 4.8 speed and pikes track down cav with 6 speed. When you make dopps it is good as well, the only problem with dopps, as with most hand infantry, is low speed. Cost is increased but you pay for quality.

The thing about that card is that Tilly's discipline is amazing, but the other two improvements are quite bad.
