Melee mode vs volley mode hand attack

Is the melee atk for melee mode suppose to be different from the melee atk you get if the units are just close together?

So while just messing around with russia, I noticed something "strange" I guess with the musk's hand attack being different depending on the mode that its on.

Is this a bug or just something else?

edit: I did have the shaolin temple atk upgrade i wonder if thats it but it should affect both
