How the multiply works?
For example, if hussars have 64 siege damage and they get 1.3 multiply for buidlings, do they get
[spoiler]{64+64*1.3}
64+64*1.3=64+83.2=147.2[/spoiler]
or
[spoiler]{64*1.3}
64*1.3=83.2 siege damage for buildings[/spoiler]
[spoiler]{64+64*1.3}
64+64*1.3=64+83.2=147.2[/spoiler]
or
[spoiler]{64*1.3}
64*1.3=83.2 siege damage for buildings[/spoiler]

it's the second one.
I remember looking at my skirms who have 33 dmg x3 against heavy inf. I had 1 skirm shoot and it did 99 dmg which could only be accomplished by: 33 x 3 = 99.
otherwise 33 + 33 x 3 = 132
test it yourself so you can see:
your options are, for your hussar example:
64 x 1.3 = 83.2
64 + 64 x1.3 = 147.2
Have one hussar with this dmg, or whatever upgraded hussar just recalculate for their base siege dmg, and see how much they do in one hit.

in your example, if x+x*1.3 is the operation, then it's equal to x*2.3, so the multiplier would be 2.3 and not 1.3.
