but he is not even playing it atm. Also does he still play? It seems to me that he is just online and not playing anymore. Maybe theres a bug in his program code. A robotor always needs service.

Well, you need to make sure that your friends list is well-populated and that you get your friends to play the EP as well.

What ~level are you? Is there anything you'd like to see in the patch which would encourage you to play on it?

I'm a ms and there's not much people also in my PR. I think what's missing for the low ranks is information: most don't know or misunderstand what is the patch.

Host games called "1V1 FAN PATCH" in full caps and you'll get people rolling eventually.

Yes man. As i am MS myself i struggle myself finding games on equal skill level.

I think theres at least 20 or so people below 1st lt that would want to play on the esoc patch. Maybe we need to set up something so that these people can get in touch.

I'm not going to play on the patch, at least not until I reach 1st lieutenant or so. It is not worth my time to wait for an hour to get a game when I can get a game on RE patch in seconds.

Its possible, Im pretty sure 60%+ of my games are either against ovi or against bram :p

Another problem is that there isn't a whole lot of incentive for lower PR's to use the fan patch. The changes are minimal and geared towards 1v1, when most games hosted between corp and 2nd lieut are team games, and players at that level probably don't understand why the patch changes was even made.
