Omg now I get it. Ok I will be the first to legit answer this question under this thread once and for all..
Teleporting villigers is when you want to walk villigers from one side of a tc, or a tower, to the other side.. So you can either let them walk it which takes a long time or u garrison the building and then release them on the other side. If your click speed is fast this can really save a few seconds = better micro.
You can teleport villigers using boats too from one island to the next and so on, its basically transporting.
