I think dutch is just too strong vs spain, so nerf their culv, sorry... their ryuter, is a first step, the next step is to reduce the gold trickl and increase the amount of bank you can build, the point is to increase the amount of XP you can get by destroying their banks

That would make them effectively useless. The whole Ruyter idea is based around them costing 1 pop space.
I get your point but please consider the fact that if they cost 2 pop the opportunity cost becomes too high for them to be a viable choice.
I main dutch and I can tell you from my experience with them, they seem okay, even underwhelming sometimes.

The only suitable nerf is increasing their pop cost. As a dutch main you must know that you don't chop wood after you reached 4/5 banks, you buy it. Increasing the pop to 2 would force players to invest coin into wood for houses, slowing the proccess of spamming ruyters.

The thing is, no one in their right mind will spam ruyters because they will get hard countered, they are not cuirassiers. @chris1089 is right about that.
Also, if you increase ruyter pop cost, people will just build other units instead, more pop efficient ones.
