Swe siege is when you right click on a building and let your units circle around the building in the most inefficient way, allowing your opponent to pick off units easily.
Pretty sure he did this in previous ESOC tournaments

And minimizing overall seige damage due to long walking time yes. The original picture is like a full circle of units around a Brit house with like 30 units stuck outside the circle just watching.

The true purpose of the swe seige is to maximize your chance to get the kill xp from the building.
