I recently played a treaty match where I was winning and a player disconnected by unplugging router. The message of unresponsive player popped up and he resigned and as soon as he resigned it cut to the main menu with the message "Out of sync. Exit and try again." What is happening here?

If I am reading this correctly, it sounds like he has either some sort of out of sync hack, or you both went out of sync at the same time.

Yeah thats an OOS hack. Pest and move on. Treaty is pretty bad for this stuff :/

Yea, there's not much you can do here, unfortunately. Sounds like he has OOS you. If you feel like it and can remember his name you can pm and tell him that he's gay or something.

plz no one tell him how to do it even if you know. Spreading cheats is never a good idea. Even if you think the other guy is a man of integrity and honor, once you put it out there, you never know...
