Is there a way to change ingame language?

yeah you have to reinstall

alternatively there are files you can ask someone to give to you, which if you put in your game files it'll change your language

forgot which files those were

If you have the steam version, you just have to download the language packs. Properties -> Language

Idk how many times I installed this game already I never found anything for that.

I don't think they are language packs. "English Language Patches" means it's only compatible with the english version imo.
