This option exists, you can edit what sections show up for you in the UCP

User control panel > board preferences > displace options > Active topics filter forums

Hover onto your name on the top right, go to User Control Panel -> Board Preferences -> Edit display options

I do agree to this, offtopic(s) should be by default displayed in the offtopic section

I don't think they should be default, but maybe a sticky thread in off-topic about how to add it would be nice. Maybe even including a "one-click link" to "subscribe" to off-topic.

They are currently displayed by default, both to unregistered and newly registered users.
