Off-topic was a bad name, because it defined the section by what it wasn't.
It's like going to a store that mostly sells bread, which has a small kiosk in a corner where they sell socks and there's a sign on it saying: Not Bread.
Which customer would get in the store, go to the kiosk and ask for Not Bread?

I've actually seen supermarkets with a "non-food" section where they sell magazines, plastic bags, soaps etc. I think it's really useful as long as it only one aisle.
