Shinobu is firecracker too, so age with 12 or 13 vill (800f not 680) with toshugu shrine, make consulate in transition, send 300exp,ally with japan make shinobu (almost 9) and make IR (new term ) Invisible Raid ( same damage and hp as musk but 14 range and ninja mode tatic)
