Native civs have cheaper 20% wood market tech so it's not that much of a problem.
I'd say the animation is the worst thing about tomas.

Nah, in most scenarios it's just better.
If you rush, getting that 20% wood up is too slow; if you semi-ff, it's overkill because you probably won't need enough wood to make it worth it; same if you get stagecoach and use the wood from the tps. So the only cases where I see it being nice is either if you get it early on to prepare a mid- or late-colo timing, or at some point if you're stuck in colo.
On the other hand, the euro upgrade is very often worth it.

it is, iro actually has worse eco than euro civs, so they need BETTER units to win a game.
toma are "not bad", but they can't beat euro musks/xbows, and euro civs can easily spam musks from 2 rax.

Ye, again if you only have units that cost food and gold. Iro still has kanya that cost wood. Plus they don't have 1000w so that will help with houses. And ye nothing wrong with colo play either.
