Native civs have cheaper 20% wood market tech so it's not that much of a problem.

Nah, in most scenarios it's just better.
If you rush, getting that 20% wood up is too slow; if you semi-ff, it's overkill because you probably won't need enough wood to make it worth it; same if you get stagecoach and use the wood from the tps. So the only cases where I see it being nice is either if you get it early on to prepare a mid- or late-colo timing, or at some point if you're stuck in colo.
On the other hand, the euro upgrade is very often worth it.
