Consulate Export Mechanics Question

Hi, I'm curious about how Consulate Export tax works. Is it a straight debuff, i.e, does it equal -10% to all collections, or is it a subtractive debuff, i.e, assume I have +30% gather rate from upgrades, and Consulates gives me +20% instead?

It is a straight 10% debuff.

You gather 10% less resources when you activate the consulate toggleable option, but your export income per villager goes up from 0.03/s to 0.05/s afaik. The faster export gathering rate can only compensate for 5% of the normal resource 10% gathering decrease that you activate in the consulate, assuming 1 export=1.5 normal resources. So in the end your villagers are less efficient by 5% overall (considering both export gathering and normal resource gathering).
