All herd-able animals have 0.2 food/second basic gather rate. And when they'are put into livestock pens they have different gather rates:
Sheep: 0.5 food/s
Goat: 0.75 food/s
Cow: 1 food/s
Yak: 1.25 food/s
That's why on Mongolia/Manchuria we should build livestock pens asap, but on Great Lakes it won't help much even if you get 10+ sheep from map.
Sheep grow so slowly so euro civs can't use them in standard games. On poor maps like Texas, raising cows should be a good choice, but you cannot train cow unless you send an age 1 shipment to unlock cows (which is not available in 1v1).
What if EP buff sheep's gather rate to 0.75 food/s? It won't really break the civ balance, but may give players a few more choices.

I still use livestock pens for sheep all the time.

Train sheep in livestock pen = invest 100 food for a 0.7/s food trickle for 6 minutes. That's not a good deal.
Train cow = invest 80 food for a 1.2/s food trickle for 6 minutes.
(Calculation: sheep= (300-50)/(0.2+0.5)=357s; cow= (500-50)/(0.2+1)=375s. Both need around 6 minutes to fatten but cows are definitely much better.)

Sheep dobt require a card,so its normalthat cowsare better

I send my sheeps to my opponent's base to give him a false sense of alliance. An original Callen strat.

It is unnessecary to buff sheeps in order to create civ-balance. Thats what matters.
Edit: You obviously still did not understand what the intention of the patch is. After more than 2 years now.
