So I did a thought experiment on the best ways to use team sumptuary with European allies. Since they don't use the export part of it.
Spain, Germans, Indians, Ottomans
Team Sumptuary Laws: 1/3rd of a villie on coin, 1/4th of a villie on food, .5 less than being half a villie on wood, +5% base xp trickle rate increase, 2.88 villies gathering export.
Spain: 27% less xp needed for shipments, improved by +5% base xp rate increase. Capitalism/Team Sumptuary is worth 2.4 villies on coin that can't be raided.
Germany: 10% more xp needed for shipments, penalty reduced by +5% base xp trickle rate increase. Capitalism/Team Sumptuary is worth 2.4 villies on coin that can't be raided.
Ottomans: Slow villager production, mosque generates 15 xp a minute, +12.08% total base xp trickle rate increase (+17.08% with team sump). Capitalism/Team Sumptuary is worth 2.4 villies on coin that can't be raided. Team silk road, Europeans grab a tp each.
Indians: Livestock generates more xp, and Team Sumptuary is equal to a little less than half a villie on wood. Colonial crates have 805 resources. Team Sumptuary and starting villies are 18.541 export a minute.

Yeah, I used per minute amounts and base villie gather rates without upgrades.

For team totals this is 0.8 food/wood/coin, 0.4 xp and 0.1 export (since only India uses it). This is equivalent of 1 vil on food, 1.6 wood, 1.33 coin. Total of 4 vils. 0.4xp and 0.1 export is harder to judge, lets say conservative 0.5 vil for total of 4.5 vil. The overall team benefit is clearly higher than sending distributivism 2.5 vil.
The drawback is India is now gathering equivalent of 2 vils less on wood by not sending distributivism.

Hence team silk road, and India can grab a tp too. I really like the xp bonus stacking of it too. Mosques are the only church type building with xp generation, plus it adds just a pinch more to Spain/Germany xp stuff. Then all three can get almost 3 villies worth individually out of coin by sending capitalism first with team sumptuary, before even adding in the wood, food and xp.

the biggest deal of it is the export trickle so probably just better to send it with asian allies

It's just not a good card at all to be honest. Even with Asian allies.
It just takes so long to generate any amount of resources that you could conceivably say actually netted you an extra unit or villager that it's just kind of worthless.
I'm pretty sure it would even be more beneficial to the team as a whole to just send nothing in age 1 than to send Team Sumptuary Laws.

I'm not saying it is amazing. Just if you did use it with Europeans, this might be the best use?
Though totally send this and grazing, unbeatable. :p
