Los and stealth shenanigans, plus party balloons.

3v3: Spain (Inquisition, +10 los for all units), Iroquois (Scout Infantry, +8 los for infantry), any civ with the Agents (+15 spy los) card for spies. Town Watch (+2 los). Spies detect stealth in an area of 63, one stealthed spy by the tc will be only 2 los short of revealing the entire no build area. Positioning a few around the map is a cheaper version of the spies improvement.

Stealth raiding/army: Ikko-Ikki (monastery upgrade), Shinobi, Carib Garifuna Drums/Seminole Bowyers. Ninja can be added in fortress, along with stream of enlightenment which is -15% modified attack (-7.5% per monk) for nearby enemies (including siege).

Los cap: 72 on Portuguese mortars in Industrial, though with Spyglass it can be extended even higher in one direction, two or three directions with a permanent or temporary balloon, four directions if Spain uses balloons. Spain (Inquisition), Port (Rangefinding, Gunner's Quadrant, Town Watch), Hot Air Balloons.

Balloons: Can capture, guard and escort herdables, and are invulnerable. Multiple balloons can be released to celebrate a victory before opponents resign. Ragdoll villie confetti via cannons is optional.

balloons can really capture herdables? Not sure if this would be of any use but that's fun

Parking fattened goats, etc outside a food starved enemies base and guarding them with an invulnerable, permanent balloon in industrial. Troll lighter than air.

Also; India gets spies (British consulate), then switching to Ottomans gives them 58 los (still using Spanish and Iroquois allies), and all of their buildings +10 los too (including Agra Fort).

Ikko-Ikki + Carib. Stealth the Ikko-Ikki into enemy villagers, and have each train x5 Carib Blowgun Ambushers in about 10 secs, after purchasing the Carib Garifuna Drums/Ambush Party improvements.

Enemies can kill and eat herdables belonging to you with their vills, sadly. This could make for some extreme troll blocking starts though where it would take forever to eat through the wall of animals.
