What about in general. Today i lost a match vs russia when i was super ahead because he was never facing my army and was just constantly raiding me, i raided back even got more vills but he was in sea and buying time and he got back in the game with a sea boom.

He wasn't sea booming in the beginning though. In the starting he went for stage coach with colonial pressure. I aged up and stole the tp line and was looking very good then he started running around the map with making pure cossacks and when he was just running around and killing a lot of vills i though no use running after him right now i right clicked his tc and destroyed his base he didn't stopped running around and i saw he made a tc near water had 2 caravel and probably send schooners and had been booming when he got behind. It honestly just felt like i lost to him running around instead of his bo.

And at one point he reached fortress and when he started doing the same thing but with oprichnik. I just lost. He just sieged the towers i made near gold mines before i could do anything and got all the vills.

With the amount of raiding he was doing i dont even know if the guy was managing his eco and stuff. Cause he was loosing his own vills.

Well there's like 2 cases. Either he's gonna outscale you eventually or he's not. That depends on the civ he's playing.

If his civ doesn't have a big scaling potential, well you don't really need to care. Just defend your resources, keep booming, kill the raids, and you'll win eventually.

If it's a civ like russia jap or india for example, you usually have to react properly. So yeah get some los with buildings, add small walls in chokes, maybe build a couple towers on spots with lots of resources. Make some goons and/or cav for the mobility. Don't send your army back unless it's worth it (like if he sent 20+ musks or something, then catching them will consolidate your military lead). If you know you have more mass than him (which you should since he's running around and you're killing his raids), go push his resources. It's basically just about getting full mapcontrol and containing him, to punish the fact that he's using his military to run around the map instead of actually securing resources. Obviously you also grab the tp line if you can, probably add tcs too at some point.
It might take a long time and be very boring, but eventually there's no way you lose (at least in most mus) if you keep containing him with a superior military.
