Lots of options, at least in theory.
Iro should win with FP, musket riders, kanya, Germany can win, Otto might if they push fast in early Age3. Sioux wins against China with lots of cav and some wakina. Dutch, if you play well.
Aside from that, lots of civs can pressure China in age2 as part of a semi FF (eg with cav as Germany or France or Sioux) or contain (eg Russia age2, only works if you deal a lot of damage early on).

A huge mass of musketeers in theory is a great counter to the China ff. In practice it is much messier.
Iro makes a decent counter in general. Brits are rumoured to be good. Sioux can mass nearly any unit combination due to china's lack of decent goons. Russia would be the strongest counter in my opinion

Japan, Sioux, Brit and Germany can stop China in age 3. With the other civs, you need to pressure before aging.

It's doable. You just need to make sure you've built something to work with. If you've just been chucking units at their TC, and getting them all killed with minimal damage, then yeah it's gonna be hard to recover. But you can 1) Inflict damage early on; 2) Build an eco advantage; 3) Age up yourself. Any one or combination of these three works. The civ you're using can affect which is the optimal advantage to try and build for yourself, however. E.g. Aztec will be very good at coming in with some pumas and sieging down villages; Brits can build an eco advantage and win by attrition; Spain can FF and leverage falcs for a win. Some civs, like France, can be a bit awkward because you're typically trying to gain all three of these advantages at once. It's very easy to tunnel vision on something and screw up the balance between the three, without actually committing to any one thing enough to rely on that thing alone to take you to victory.
