Jap consultate bank?

Hi I watched a rec from wcg and seems to be a old strategy what h2o did. He made the contract with Dutch consulate and sent a bank. It works really?

"If you let jap age it''s your fault" well sadly not everything is the opponents fault, if the opponent isn''t a pr 35 player doing everything exactly right then japan gets an advantage out of it automatically. Stop saying japan isn''t op but their enemies are up.
